General Information

All students are automatically enrolled in and charged for the Student Health Insurance Plan each year. If you have another insurance plan and would like to waive the Touro College of Osteopathic Medicine (Touro COM) - Sponsored Student Health Insurance Plan, a waiver request must be submitted. Please see Waiver Process.

Description of Student Health Insurance Program

The Touro COM Sponsored Health Insurance Plan is a Preferred Provider Plan that has been designed specifically for Touro COM students and their dependents (spouse, domestic partner, and/or children).  The plan is underwritten by United Healthcare Student Resources.

All students will be charged for student only coverage in the Touro COM Sponsored Student Health Insurance Plan prior to the start of each academic year. The charge to the student's account will be removed if an approved waiver is granted.

Waiver Process

Maintaining health insurance coverage is mandatory for all Touro COM students and all students MUST be covered by an ACA compliant domestic health insurance plan. All students are required to enroll in the Touro COM - Sponsored Student Health Insurance Plan unless an acceptable Waiver is provided in a timely manner. Acceptable coverage to waive the Touro COM - Sponsored Student Health Insurance Plan must have comprehensive coverage throughout the United States.  Your plan must have a provider network for primary care, specialty, hospital and diagnostics care in New York or in states where students are designated for rotations.  HMO plans only qualify for the state in which you are residing.

  *   Partner's Employer Group Plan

  *   COBRA

  *   Military/Veterans Benefits - Tricare

  *   New York Medicaid (1st and 2nd year students only) - Student must be a permanent resident in New York for the entire academic year

  *   New York Medicaid (3rd year students only) - Student must be a permanent resident and completing all rotations in the state providing Medicaid coverage

  *   Medicare

  *   Travel Insurance – International students – Coverage must be ACA compliant

 

Individual health plans are acceptable with a minimum of the following benefits:

  *   Maximum Out of Pocket Expense of no more than $7,350

  *   Deductible Maximum of $3,500 per Individual

  *   Unlimited Lifetime Benefits

  *   Unlimited Office Visits

  *   Wellness Benefit

  *   Comprehensive Prescription Plan (cannot be restricted to generic only)

  *   Inpatient and outpatient Mental Health Benefits

If you have active domestic health insurance with benefits which meet the criteria above you may apply for waiver of enrollment in the Touro COM student health plan. You will need to have your current insurance ID card and information regarding your plan benefits to complete the process. Once you have submitted the required information you will receive an email verifying if your waiver meets the Touro COM requirements.

Full-Time Students on Clinical Rotations/Experiences

In addition to the requirements above, students attending clinical rotations/experiences  are required to have comprehensive health insurance coverage as stipulated by Touro COM’s  rotation site affiliation agreements. Students completing any clinical rotations/experiences during an academic year are not eligible to waive with any state Medicaid coverage, as Medicaid, is state based and does not provide comprehensive coverage when you are rotating out of state. Your insurance coverage must also have national provider coverage, which includes the states in which you may rotate.

Exceptions allowing waiver based on Medicaid coverage for 4th year students will be considered on a case by case basis.  For an exception to be considered the student must meet the following:

  • The majority of clinical rotations must occur in the state in which the student has been approved for Medicaid
  • Proof that purchasing the Touro insurance plan creates an undue financial hardship
  • Signature on a waiver agreement releasing Touro University from any responsibility for any medical care or bills, not covered by Medicaid.

Waivers will be accepted through the following dates for the 2019-2020 Policy Year

  *   Continuing Students through July 31, 2019

  *   Incoming 2019 - 2020 Students through from August 31, 2019

Please be aware that waivers will not be accepted after the posted deadline and any student who has not submitted a waiver request by the waiver deadline will be enrolled in and charged for the Touro COM student health plan for the academic year.

You will need to have your current insurance ID card and information regarding your plan benefits to complete the process. Once you have submitted the required information you will receive an email verifying if your waiver meets the Touro COM requirements. Waivers will be accepted through July 31, 2019 for coverage effective July 1, 2019 for continuing students.   Waivers will be accepted through August 31, 2019 for coverage effective July 22, 2019 for incoming students.  Please be aware that the health insurance charge will not be removed from your account until the waiver request is completed and approved.  Students who do not submit a waiver request by the deadline will be automatically enrolled in and charged for the Touro COM student health plan for the entire 2019-20 academic year.  Once enrolled there are no midyear terminations with a refund.

Enrollment Process

All students are required to enroll in the Touro COM - Sponsored Student Health Insurance Plan unless a waiver is submitted and approved. Enrollment and the insurance charge can be waived if proof of other health insurance is provided by submitting an online waiver.

  • To expedite enrollment in the Touro COM Sponsored Student Health Plan follow the "Enroll" tab at the top of the page. If you are having difficulties please contact HSAC at 888-978-8355 or tourocom@hsac.com for assistance.
  • Enrollment in the Touro COM student health plan is automatic unless a waiver request is submitted.
  • If you waived enrollment for the 2018-19 academic year and wish to enroll in the Touro COM student health plan for the 2019-20 academic year follow the "Enroll" tab at the top of the page to request enrollment.
  • Students who lose coverage midterm are required to submit and enrollment request within 30 days of the date of loss of prior coverage for enrollment in the Touro COM sponsored Student Health Insurance Plan and submit proof of loss of prior coverage to HSAC.

Dependent Eligibility

  • Touro COM will no longer be offering dependent coverage with the Touro COM - Sponsored Student Health Insurance Plan.  
  • Dependents enrolled in the Touro COM student health plan for the 2018-19 policy year will be eligible for ACA compliant Individually purchased plans from the Marketplace effective 07/01/2019 based on an involuntary loss of coverage.

Continuation of Coverage

  • Students enrolled for coverage in the Touro COM - Sponsored Student Health Insurance Plan have the option to continue enrollment for 3 months after graduation.
  • The continuation of coverage will be at the same benefit level and cost as active students.
